He graduated from the Business Administration Department of the Turkish Military Academy. He earned his MBA from the Business Administration Department of Middle East Technical University and completed his MS at the U.S. Naval Postgraduate School. He received his PhD in Business Administration from the Faculty of Political Sciences at Ankara University.

He has served as the President of KOSGEB, Chief Advisor to the Prime Minister, and as a Member of Parliament. He is currently the Founding Chairman of the Board of Trustees of the Turkey Waste Prevention Foundation (TİSVA), where he leads the Turkey Grameen Program, providing microcredit to the poor.

He has published 17 books and numerous articles on Business Administration, Operations Research, Statistics, Defense Industry, and Hepitalism.
